Sorry for lack of info. There only appears to be a P.O.Box address in Portsmouth, PO1 1EG, and I can't seem to find a direct website at all.

Revenue Protection Support Services are the people who want your money when our Railway system reverts their inability to provide a decent service back onto the consumer.

This could be their website: http://www.ircas.co.uk/about-us.html

although it gives a different 0870 number (0870 0671303) and an address in Petersfield!

A search on this database using the above 0870 number gives 01730 235300 which is very close to the fax number on their website!

Ircas collect unpaid fines on behalf of TOC's according to their website - see link above.

Google "PO1 1EG" and the first link is to a thread on MoneySavingExpert.com forum about rail penalty fares:

It gives telephone 023 8072 8950 and fax 023 8072 8904 which tie in with it being a Portsmouth address.
