Does anyone know of database anywhere which lists all the active 0871 numbers and the business/service who own them or any indicative idea of the usage of these numbers by industry sector ?

Perhaps that is a question you might like to submit to Ofcom under the terms of the Freedom of Information Act 2000.

You won't get out of them the use number by number but they might well provide you with total number of 0871 numbers in use, number of call minutes and total value of calls made.
