Worthing Borough Council's telephone payments number is 0300 123 6002. There are a number of councils that have 03 numbers for some types of enquiries including council tax, benefits and payments.

It goes to show that they can do it, when in the past they may well have used a 0845 number.

Horsham District Council http://www.horsham.gov.uk/contact_us.aspx have always (as far as I am aware) had a 01403 number :)
