Vectone Mobile offer a £1 a month contract. With a few inclusive mimutes/texts

The Vectone offering appears to be the 'spare in the glovebox which won't lose its airtime if not used' choice (personally, I use a Three PAYG SIM for that because airtime never expires).

Does Vectone operate on the EE network?

I believe they do on the basis of one of the FAQ's which advises that Orange may show instead of Vectone.

No UK Mobile offers allows you to keep your airtime for ever if its not used. Three clearly state

Top-ups

Where a Top-up is bought in-store and a 16-digit code provided, the Top-up needs to be activated within 90 days of buying it. Yes it does Run over the EE 2/3G network.. Vectone has been running since 2009 and is owned by the same company as Delight Mobile.

Unusual on  Payg but other companies offer the facility on Biz Contracts. EG:
