I guess these people should have stopped using 0845 by now ?, and at the very least disclose the service charge.

The Department of Health banned the use of 084 numbers by NHS services in December 2009. This extended the earlier ban on the use of 087 and 09 numbers introduced in 2005.

More recently, the Cabinet Office directed public services to get rid of 084 and 087 numbers in December 2013.

Any organisation that hasn't complied is now very much out of step with everyone else.

The linked page also mis-quotes the PALS number for East Midlands Ambulance Service PALS - this is 0333 012 4216.

It also says:

In this case it is they who need the help and advice (probably best by email). If no-one else has got there first, the fair telecoms campaign will be happy to provide it.
