Is prefix 0300 for Charities, Non-profit & Gov users?

I thought so. It seems 0300 numbers get used in what I'd say was commercial-use, quite often.

B&Q: 0300 303 448 is one example. Have I got it all wrong or is this simply a case of non-enforcement?

03 and 030 numbers: UK-wide geographic numbers

    Many organisations use 03 numbers as an alternative to more expensive 08 numbers.

    Calls cost no more than calls to geographic numbers (01 or 02) and must be included in inclusive minutes and discount schemes in the same way. Calls from landlines and mobiles are included in free call packages.

    030 numbers were specially designed for not-for-profit organisations, charities and public bodies to offer consumers a single point of contact nationally. The BBC, the Met Police, the RSPCA, Oxfam, Relate, some local councils, Ofcom and a number of government departments use 030 numbers.

Notwithstanding proper use of 0333 numbers, provision of a 030 number to any organisation not entitled to use it is a breach of the terms of the National Numbering Plan by the telco holding the relevant range.

The case metioned here (B&Q and 0300 303 xxxx) has been advised to the Ofcom Numbering Team. They will be following this up.

They will also be keen to follow up on other cases that may be brought to their attention.

It's possible that these are ophaned pages or just erroneous typing of 0300 when they meant some other 03 number.
