You can complain to the FSA about misleading  statements in financial  ads.So i assume if the ad showed a NGN and it said calls were charged at National/Local Rate you have grounds for complaint.

However if you want to register your complaint by phone (Yes you have guessed it) you have to ring an 0845 no.
