Fixed price calls

Does anyone know of an operator offering a fixed cost per call tariff for 0871 as an alternative to premium rate.

Are you referring to a carrier that invites you ring a ngn(which is not charged by the minute),but you pay a fixed fee for the call say 30p to phone Australia for 30 minutes. I read somewhere about a carrier that was using an 090 number to do this,but i have never seen anyone doing this with an 0871 number.
