Welsh speakers charged a premium - TV Licensing

I live in South Wales so receive all communications in both Welsh and English. Recently received a leaflet from T V licencing re free T V licences for people over 75, English version gave contact number as 0845*** but contact number for Welsh is 0870***. I have contacted Welsh Language board who promote the use of the Welsh Language and asked why Welsh speakers are being charged three times as much for the same service. No reply as yet but will post comments when received.

Will take up with CRE and MP who is also member of Welsh Assembly so should support this issue. Thanks for your guidance NGM's ghost.
