The 0845/0870 style of ripoff is not confined to the UK. Many other countries have number ranges that consumers take great trouble to avoid calling.

Consumers in those other countries are also being fleeced when they contact companies they rely on for essential services.

I recently discovered the "No Mas Numeros 900" site in Spain: http://nomasnumeros900.com/

I wonder how many other countries have similar sites to the UK's sayNOto0870 site?

Oh they have an even better scam here in france, you get a phone call and are told to ring the # or star key this automatically puts you through to a premium rate number and used by the health people like the DWP.
The difference here is if the number is printed then it must have a price given.
By using skype if its premium rate then it will not ring it if you only have the formulae and not all singing all dancing skype out as the skype will only ring normal line calls.
Saves getting caught.
