There are others on here who are more on the pulse of these things than I. However, I had a look at a few providers and the best I can do is 16ppm from giffgaff (billed in full-minute increments).

Vonage's website says that +32-49 numbers are 19ppm and are billed per-second with international calls being subject to a 1 minute minimum charge.

Orange Camel pay as you go (which is the one with good foreign rates) charges 30ppm to Belgian mobiles.

Based on what I've found, the Vonage offer looks pretty good.


In addition to the above, the MoneySavingExpert.com CallChecker might provide some useful leads. Obviously you need to confirm that any suggested offers are still available, and check to see how much Vonage (or Virgin Mobile) charges to ring the number to access the service.
