All 03 numbers are included in bundles and packages on the same basis as geographic (01/02) numbers. In other cases they are charged at no more than a call to a geographic (01/02) number.

Basically they carry geographic charges.

These rules apply to all landline, mobile and payphone providers.

It's a bit confusing because 0500 & 0800 numbers are free but 0300 aren't! Huh

It doesnt help when a major supplier of numbers https://www.telecomsworldplc.co.uk/numbers/0300/

click on more info says.

"0300 numbers and 0303 numbers are included in any discount schemes or inclusive call minutes that your callers may have with their landline or mobile phone operator." Some suppliers even refer to them as: “Freephone numbers for mobile phone callers Shocked

0500 numbers are a legacy. Not too many around now and no new ones have been issued for some time. All 080x numbers are free from landlines and will soon be free from mobiles too. I have only ever seen 0800 and 0808 but perhaps others exist.

There is also the fairly rare 00800 which is international freefone. meant to be free from anywhere in the world. Don't know if it works in the US and other countries where the international access code is not 00.

Calling 03xx numbers freefone is always wrong. Though the marginal cost to many people is indeed zero, due to bundles and inclusive minutes.
