Had a call from 00248 596 4783 t0-day which sounded suspicious.  Does anybody recognise the number or know where it came from ?

The 00 248 or +248 country code indicates the Seychelles.

Most country codes beginning with a 2 are for places in Africa.

Doesn't look like a valid phone number. It seems more like a random code assigned to calls made from a computer. It's probably generated by a free call app.

I remember reading several posts at http://www.callercenter.com similar to your complaint. The caller used a non-US phone number. It turned out, the strange number was generated to a call made using Skype.

when I call other countries' via cheap call providers using 08* numbers then my number on the other end shows up as random number and not the landline I am calling from.

What's interesting is that you can call UK number using those 08* access numbers. If it shows up as random on the other end ...
