Networks dropping inclusive calls to 0845 and 0870
Jun 13th, 2015 at 12:14am

From 1 July 2015 calls to 0845 numbers will incur Service Charges of up to 7p per minute (up to £4.20 per hour), the same as for 0843 and 0844 numbers. Calls to 0870 numbers will incur Service Charges of up to 13p per minute (up to £7.80 per hour), the same as for 0871 and 0872 numbers.

Given the level of payments that will have to be made to third party companies, having these calls as inclusive seems unsustainable.

The Utility Warehouse tariff guide, effective 'Summer 2015', no longer mentions inclusive 0845 or 0870 calls.

Vodafone has recently returned to the home phone market. Their deals do not have inclusive calls to 0845 or 0870 numbers.

I can't find this information on EE's website, but they have now emailed us that:
The Access Charge: This is the cost of the call that's set by the customer's Home Phone provider (us):
This will be 11p per minute.
Customers with 0845 and 0870 inclusive to their package won't be charged this.
If the call is not inclusive to their package, the customer will be charged this.

Customers with 0845 and 0870 as part of their package

Before these changes, customers with 0845 and 0870 calls inclusive to their deal didn't pay for calls up to 60 minutes. From 1 July, this changes. These customers won't be charged The Access Charge for the first hour of a call, but they WILL pay for The Service Charge of the call.

The Co-op Autumn 2015 newsletter is illuminating.

See the first paragraph immediately after the big yellow box:

Yes, Co-op, along with TalkTalk, Utility Warehouse and several others including perhaps Vodafone, no longer include calls to premium rate 0845 and 0870 numbers within call allowances.

BT is the largest supplier of 0845 and 0870 numbers to businesses. Their sales pitch hinges on the fact these calls are 'free from BT landlines', but, of course, these calls are not free, they are merely inclusive on some BT call plans. Other BT customers pay an Access Charge and a Service Charge.

BT benefits from the Service Charge revenue received from all other landline and mobile networks, but little is said about the cost of these calls - which in most cases will form the majority of calls received. Other networks understand the mechanics and several are no longer prepared to go along with it.
