This is all about organisations that have already changed their number, but many of the other websites that promote their services are unaware of the change and continue to promote the old number.

In some cases the old number still works as before. In other cases the old number plays a message informing callers about the new number, while in others, the old number returns Number Unobtainable tone.

A search on Google reveals that they are not the only organisation to still list the 0845 number for Winter Fuel Payments....
