It is important to understand that when CLI shows an 03, 08 or 09 number, the call hasn't actually 'come from' that number at all.

Calls can only 'come from' a landline or mobile number. When you see an 03, 08 or 09 number on screen that is merely a presentation number, the number they want you to call back on if you should choose to return a missed call for example.

As the displayed number is programmed by the caller, the number may not be genuine, may be attempting to mislead you as to who is really calling, or for missed calls that cut off before you get a chance to answer them, may be trying to get you to call back on a premium rate number.

It's actually even worse than what Ian01 says. The displayed number can be faked to anything. I've seen 123456789 in the past, plus all sorts of impossible numbers that look vaguely as if they're from abroad. Even 01 and 02 numbers need not be genuine.

On my mobile I use the Truecaller app which deals with most unwanted calls and texts very effectively. It's free too.

The 01/02 numbers can act as a None Geographical Numbers tricking the call recipient into thinking that it is from their area code.
