Introduction
Telephone numbers are a critical national resource. They are a key part of how UK households and businesses access and pay for £34 billion worth of services each year, from basic local calls to services such as help desks and chat lines. They are fundamental to effective business operations. They are also key to the communication requirements of citizens, as they allow access to many essential public services.

Telephone numbers must be managed effectively, so that they are available on demand, do not need to be changed, and mean something to those who call them. This is Ofcom’s responsibility. This consultation document considers how telephone numbers are used now, how they will be used in the future, and how Ofcom intends to manage them so that consumers get the maximum possible benefits.

Responding to the Consultation

Ofcom's consultation response questionnaire contains 61 questions but if you understandably don't wish to answer any or all of these questions then please feel free to choose option 1 below and simply complete the response form and add your own comments/suggestions on what you think of this consultation and Ofcom's proposals, or alternatively, complete Ofcom's online form (option 3) but ignore the questions and add your own comments/suggestions in the 'Additional Comments' box at the end of the online form.

There are several ways of responding to this consultation:-

  1. Completing the Consultation response form and adding your own comments/suggestions (without the 61 questions)
  2. Completing the Consultation response form and 'Key' Questions (includes just 17 questions)
  3. Completing the Consultation response form and Questionnaire (includes ALL 61 questions)
  4. Visiting Ofcom's website and filling in their online form (includes all 61 questions but unrelevant questions can be ignored)
