If you avoid a 0870 call cost, by phoning an alternative geo no., can that geo no. somehow 'convert' or be translated as an 0870 call, so that it shows up as an 0870 no. & cost, on your bill?

No. You get billed for the number you dial.

After years of ignoring govt. guidelines & RIPPING OFF Council Tax payers using 0845 numbers, Essex County Council changed to 0345 numbers on 2 November 2015
